No clue on how the lockout is being altered. As for Echo Buff, it's supposedly the same as what you get during the story missions if you repeatedly wipe. It increases your HP and such by a percentage to make it easier to clear.
The story mode "you fail too much" version increases VIT (by a moderate amount) and Determination (by a huge amount). Can't remember the exact figures and it might do something else I didn't notice, only once did I fail at something so bad, think it was a GLA or PLD job quest, the one where the NPCs only heal you "if they feel like it".

Best in Slot gear is the best for the current content. Once new content comes out Best in Slot (BiS) will be replaced by new BiS. When this happens, the old gear is now worthless for the majority of the "Best" players. Now, the averge gamer aspires to get the old BiS while slowly working on the new.
If this cycle repeats a few times WITHOUT the devs making the old BiS easier to acquire....you end up in a state where the new or average gamer falls behind. Someone who recently started or hasn't seriously played for a while would need to gear through 2 or 3 or 4 sets of gear to get back to the current gear.
If new content "Coil 20" requires gear from 15/19 to tackle it, and 15 requires gear from 6/10 to have a shot at it....and you cant get gear from 15 since your still in 1/5 gear and no one is doing the "old" 6/10...well I would hope you can see the problem.
By making the tier exactly one step behind new content farmable and easy to aquire, everyone new and old subscribers, can participate.
I myself will be happy to set foot into Coil whenever it suits me...that being said, I get it. You "worked" for gear that took you months of raiding to obtain, and some haven't gotten a drop at all. SE already stated that content would work in this fashion...2 months from now the "hardcores" upset about this will be caught up in higher ilvl content and worried about getting even bigger numbers. You earned your gear currently, so take pride in that, along with earning the achievements linked to BCoB. If you're not already in full item level 90 gear by time 2.2 drops you're already behind. Some people already have 2-3 item level 90 Jobs. Putting this content on farm makes no difference.
As for Crystal Tower; Mythology will still be useful for people wanting their level 90 Job sets for vanity reasons, as will the Crystal Tower loot.
People still don’t understand the concept of adding new content.
Let’s say you have 2 bosses, 1000 player and 2 sets of gear.
To beat 2nd boss you need full set of the first boss.
70% of the players will beat the first boss, and 25% out of the 70% will beat the 2nd, the other 30% still trying to beat the first boss.
A new 3rd boss is added, to beat him you need to have full set of 2nd boss.
Now they nerf the first boss, the 25% out of the 70% will go at the 3rd boss first, followed by the rest of the 70% and the other 30% still trying to beat the 2nd boss.
So the 2nd boss will be the first and the 3rd will be the 2nd all over again.
If they don’t do that (nerf the first boss) the gap between the 25% and the 30% will be very big that by time you will end up with no one to play with.
