How do I get this awesome looking tunic hooded thing here? Is it an NM drop or something? Or is a craft?

Oh that's a dalmatica, I think it's a recipe that doesn't exist yet. Might be wool.

How would a retainer have that before the recipe is in-game? Don't all retainers start with the same gear?

Retainers and NPCs all have the best gear.

If you look in the retainer's bazaar, it should be obvious that the Dalmatica is not for sale and therefore it should be equally obvious that the retainer is not wearing an item from its bazaar. It is therefore wearing default clothes that he came with. Lots of retainers are equipped with gear inaccessible to your everday layperson.

Can't tell. Icon is too small to see, but the overall appearance it looks the same.

Nope, that's the canvas one. And yes, as gifthorse said the Retainers and NPCs have gear that you cannot obtain as of yet. If you look around the adventurer's guild in Ul'dah you'll notice there's a lot of variations of the same recipes we use now. This one just so happens to be for looks, and does not exist to purchase or make yet.

yeah, it is a dalmatica, but it isn't currently implemented into the game. There are many armors and weapons that NPCs use that we can't ; ;. For example...the red-on-purple half-robe worn by CON guild mages, the rainbow plumed hat worn by the same mages, the turban+mask worn by the grid story NPC...I really want that -.-
