Fair enough. I still think Limsa and Gridania have the best chances. Gridania seems like it would just turtle and be a tough nut to crack. Limsa has the advantage of the sea. Ul'dah seems to be riddled with selfish money hoarders and power-hungry individuals, making it the most politically unstable and least likely to be unified faction. Just look at how long it took for them to get their acts together in the story.
