I'd probably say its a tie between limsa and gridania.

Limsa has ships and can easily ally with various unknown nations to get skills, new weapons, gil etc.

Gridania is not expansionist and pretty content to stay where they are at. They have padjals that can predict things, the great one. They'll excel at guerrilla warfare.

Uldah is a dessert that relies on mines, once limsa and grida choose not to trade then...
