AF2 already exists, it's the Mythology JSE gear such as Valor gear for Paladins. That's likely AF3, not AF2.

What plans are there for FFXIV in regard to horizontal progression?

There's not likely to be any horizontal progression, and it only worked in FFXI because of gear swapping which doesn't exist in this game.
