The only time I drop party, is if there is like 5 minutes left and weve wiped repeatedly on the same boss, say five or more times. I do however think there should be a longer dbuff time for those people, like the above person, who enter the dungeon, see its a full run and drop out. That leaves the other members waiting twice the amount of time to get a new tank or healer. I think, if the tank or healer drops out in, say, the first 15 minutes of the dungeon, then their debuff should be maybe 24 hours. That would solve that problem. If you are too lazy to spend the 20-30 minutes it takes to run the dungeon, then just uninstall now. Noone is going to want that lazy attitude in their group or FC.
If im looking for a Group in Progress for my Daily bonus, i will Withdraw. I do it, others do it, its whatever. I do however wait a minute or 2 before I re-queue. That is courteous.
The 2.15 patch changing it to only show 0/1 instead of current boss for in progress might at least cut down some of the queue/withdraw spam. Though it could just cause them to accept, then bail on the dungeon when they get in and it's not as far as they want it.

That is the main reason why the world is such a horrible place.
The nice thing is it gets quick replacements for groups that are in progress. Groups that are already on the clock.
I find it funny that OP is targeting Tanks and Healers but usually it's the DPS that withdraws based on my experience.
