always assumed it was the same person, look at the name of the achievement and go read the whole part of the quest from that relic and it's just shantoto all over the place

I read that as "a Tarutaru of substantial frame" and thought 'how punny' until I reread your post...

Its kind of like how FFX is actually the same world and the prequel for FFVII. If you pay attention to the storyline.

Actually, Spira and Gaia are 2 different worlds; its implied that the future generations descending from Shinra merely expanded outwards towards other worlds with their technology.
