You'd think this would be the case, until you end up in Sastasha with four lvl 50 players.

I've never actually had this happen to me yet (that is, joined a roulette where all 4 of the participants were synced down), but I'm thinking what you describe is the exception rather than the norm.

It's not. It's so unexceptional that they're fixing it.

Currently in the Duty Roulette system, the lower level dungeons are being selected more often. However, for patch 2.15 we'll be looking into making system changes that will affect this. While the main focus will remain on prioritizing selection of content that is lacking players, we'd like to make it easier to do content of a wider level spread.
