Yes and no. Though the ISP (or backbone, node, hope, etc.) are the actual problem, the masses don't see it this way and instead blame the end point. The everyman doesn't care that Level3 is having issues with SBC or Verizon. All he knows is he can't play his game and it's their fault. Square could benefit from a VPN service to save name and face to the public though I personally hope they don't as it would just be a bigger mess than they already have.
