Any notion of something in the game's lore being "legendary" or "rare" has no bearing on game mechanics or its in-game availability. According to the game there is only ONE non-padjal white mage in existence. Just think about that for a bit.Given this new information: it is clear that the Fantasia potions needs be kept rare to not break against the "Legend" status it currently has and I would definitely encourage SquareEnix to change the usage of the potion so that you have to wait until the ingame morning to see the change.
A well-crafted world tries its best to keep the game as consistent as possible with the internal logic of the world. SquareEnix has a done a great job so far and they should keep doing a as good job as possible. Sure, all will not follow the logic, like the respawning of dungeons, due to deep conflicts with game mechanics, but just because some parts have failed to follow the logic, it doesn't mean that should stop trying to do so for the rest of the game. They should try to follow the internal logic as much as possible. In the case of Fantasia, they are multiple ways to keep them consistent with the internal logic and I hope they do so.
I haven't played white mage, so I can't comment on your white mage statement.
Like I said, this "internal logic" that you speak of is destroyed every time you play with a white mage. There is literally ONE white mage according to the game. Yet here we have WHMs running around all willy nilly, all wielding their pretty Thyrus relics. Speaking of relics, many of them are one-of-a-kind. One. This is as opposed to something like the fantasia potion which could easily become something mass produced by the alchemist guild. You speak of a "well-crafted world" but seem to ignore that everything you don't want is already happening all around you just for the sake of making an argument against fantasia potions? Just say that you don't want them to be purchasable items instead of creating a baseless argument.A well-crafted world tries its best to keep the game as consistent as possible with the internal logic of the world.
