@Rivest I just don't find "Axe Tank" shorter than Mar/War ... I also don't think a stick healer should have any problems casting the make me stop bleeding spells. It's a matter of terminology.
But again I suspect it is a gear problem either as a healer, or because well... I've seen some tanks with... some gear (seriously saw one in brayflox, no head, no leg armor, no accessories and a white weapon 10 levels out of date)
My gear isn't all up to lvl 38, but nor is it a reason for me to be able to easily heal a tank with a shield, keep dps alive that stand in stupid, and still have mana left over after the fight and yet a tank with no shield just sucks my mana dry and i have to let dps die to keep the tank alive. Same gear, totally different outcomes. I'm not saying every war/mrd/axet-ank/guy-taunting-the-monster is a problem to heal, but i could safely say that 9 out of every 10 i've healed is a problem for me.

I don't mean this in a bad way, but it sounds like a problem your end; as it is true that there are many bad tanks our there, both WAR and PLD alike, but I can honestly say I think 9/10 sounds more like it's something you're doing or not doing.
I see you're a WHM (White Mage) and you're level 38. The first thing I'll ask is; have you done your level 35 class quest and unlocked Regen? Regen is one of your main healing tools and scales much better at lower levels. It's also a very MP efficient way to heal, if you keep it ticking on the tank.
As a rule you want to use Cure as your main healing spell and take precautions not to overheal, but also to take advantage of any Freecures you might get; as your next Cure II will cost you nothing.
Other than that; 38 is the golden level where you unlock your main MP management ability; Shroud of Saints, which you want to use each time it is off CD.
It's tough when you have a bad group, but they're my favourite kind of groups as a healer, as they set a high bar for you to test your skills. Stick at it and you'll get there. Good-luck!
I have regen, but i can't use it in pugs. The randomizer always puts me in dungeons where the only heal spell i have is Cure and Medica. If i want to use my entire toolkit i can't use the duty finder. /shrug
I do have SoS, but not sure what it does beyond some threat reduction. "Refresh"? What is that? Atm, i only use it when something is trying to beat me down.

The information on the tool-tip isn't very clear, so this isn't really your fault, but Refresh is MP regeneration; which is actually very substantial. Hope that helps.
SoS cuts your enmity in half, and gives you some MP back over time (not exactly a lot). WHMs have MP problems, and you will run into that issue on endgame, which is why you will LOVE Bards that actually use Mage's Ballad (which gives MP over time to party members). As a WHM you'll have to learn MP management pretty quickly or you'll be out of mana fast.I have regen, but i can't use it in pugs. Meanwhile Scholars seem to have endless MP due to Aetherflow (they don't though on long and hard fights, even they will run out at some point).

Warriors just take that much more damage than Paladins especially at lower levels. While that may have changed now, i recall getting one when i was leveling and doing brayflox. He took so much damage it felt like i was in a raid. Had to spam heal him to keep him up. His gear was actually pretty good for the level so i just assumed it was how the class worked.

Just to throw the obvious out there as well (don't know if this was covered), but make sure you're not healing while in Cleric's Stance. That greatly diminishes your healing output.
Man, the problem can be m many, mrd with no gear, since u say u have problem with 9/10 dosen't seem to be the case, and since u don't have problem healing pld i would say its not ur gear as well, so its probably they way u play ur healer, or the way ur mrd are playing.
Are they mobbing more then the pld u play?
IF its only on bosses, are they avoid red areas? are they using cd once in a while to reduce dmg?
About u, are u using medica 1 when its rly not necessary? in low lvl content i can count on my finger how many battles need this skills...
Are using to much cura 2? if yes, that's the reason u shouldn't be needing to spam it ever.
My advice for u, as for a good mrd on ur guild or something to play so he can see whats going on, if u were from my server i would do it for u. if u rly have problem with 9/10 the problem is probably on u.
