Or, respond to those affected who created GM tickets in a timely manner (e.g. ~1 hour of the incident) & credit them 1 loot allowance for the week (however, do not permit them to roll twice in the same raid).

Then there will be people who will be getting forced to have 2 drops a week. Do you suggest we just keep increasing it every time there is an incident then?
I don't really see how this can happen more than once to a person ever. Be their first time and they're watching CS with everyone leaving within a minute. After that you're literally just watching him die, and your party doing the "we did it" animation which I'm pretty sure most people skip after the first time. You can't be forced to get a piece of loot anywhere else in the dungeon besides the end, and you would have to be extremely slow about it too. I will say I do feel bad for those people who say that it's happened to them though.
Some people take longer to get into cutscenes, and longer to get out of them.Whenever my friend runs CT I have to go with him because by the time he gets out of cutscenes everyone has usually left unless someone wants the piece of loot that dropped. He isn't even a PS3 user, he just has slow internet.I don't really see how this can happen more than once to a person ever. I honestly don't think this is a good idea. This is happening to a minority of people. Allowing this would just help everyone progress much faster than they wanted. They just need to fix it ASAP.
Unless, of course, you mean the people who get stuck with loot because they didn't Pass during the dungeon. Those people can die in a fire.

Here's a link to a bunch of rotation and DPS numbers I wrote up to try help BLM see they aren't as weak as they might think.
I tend to wait a minute or so before exiting out, and there's usually 4-5 people that are in my group still chilling saying thanks for the run such. I mainly run with JP as I know a tiny bit to get by, and because it tends to be less painful for me when I do this compared to English runs. I assume then there's quite a difference on the English side at the end with people just running out like a minute or so is going to be life or death to them. Near the end I was talking about those idiots who don't pass mid dungeon and get stuck with something they didn't want. I was one of those idiots that didn't pass even though I thought I did, wound up with Fuma Kyahan instead of my Bard Boots. I was like "well there's goes my loot for the week...oh well."
My proposed solution to this is you are unable to get an item even if you are the last person unless you hit the Need, Greed or sit there for the amount it takes for it to run out and it auto drops to you then.
It's a good solution. I posted in another thread somewhere that what they need to do is change it so when there is only 1 person in the group, it still acts like you're in a party. The reason it gets dropped on you is because when an item drops when you aren't in a party, you automatically get it and the dungeon now assumes you aren't in a party.I tend to wait a minute or so before exiting out, and there's usually 4-5 people that are in my group still chilling saying thanks for the run such. Sidenote: I also ended up with Fuma Kyahan because I forgot you only get 1 item per week my first time. xD Those have shown up so many times for me, too...

Fixing the problem would be easier then doubling the amount of lvl80 gear that everyone gets.

Refer to those other threads about the same issue.

True, however, fixing the problem alone doesn't resolve the issue for those affected.
Only reason I say 'for all players', is because originally my idea was to permit this for affected players only who submitted GM tickets in a timely manner (~1 hour of the incident), and it was shot down.
Personally, I think the above idea is a better one, but it's not "mainstream" enough for many forum-goers/trolls.
