    I've had this happen om monk too, but I cannot remember if it was in CT or any other boss.
    I remember the mob having a lot of buffs, so it's possible that it was CT. Anyway, the mob didn't have both buffs lines full, so the debuffs should have worked.

    Thanks for mentioning this, because I forgot to mention it in my own post. This has been true in each case that I've noticed this.
