    My understanding is if you get either of those errors you shouldn't try again for a certan amount of time because it can get your card blacklisted.

    I tried buying it trough Walmart and it gets cancelled , so I tried to ask some friends to help me to buy it and... Nothing is impossible to buy on any website.
    Don't buy them from a website. Some drugstores and 7/11 have them. walmart has them too.
