Odin, or maybe save it for the large scale battles. Supposedly summoning a Primal is supposed to be a grand event and the whole server will change to let you know that someone just summoned their Primal.

Honestly, they're probably waiting until PS3 use dies out or at least until there are few enough PS3 users to take the reputation hit from ignoring them.
