MPNZ is dead on, I'd like to add even if you can't HQ the turn ins, try to. Hopefully... you'll get quality at least over 50% so some will go HQ. Up to you if you just want to turn in the NQ - you can turn in partial HQ and get partial xp - but even with all NQ turn ins, the leves that are repeatable are still repeatable. Use a good craft set and try to use HQ mats. All my DoH (all over 35) are reliably able to hit 800-1000 quality per synth so i see what effect on quality using partial HQ mats has before i start crafting, knowing that i can usually add 800-1000 quality on top of HQ mat contributions.
With the changes, I would consider doing anything except triple turn-in leves, provided you have a stockpile of leve allowances or are willing to wait longer to cap skills. Filling triple turn-in orders is time consuming, whereas the other crafting leves are much faster, and now often only reward slightly less xp.
