Aerial Blast is an AoE around the target, not Garuda.

As for the OP, Namir has it right. I'm not sure exactly what causes this behavior, but I've noticed when you force her to use an ability she seems to ignore other commands for a second or two. If you force cast Aerial Slash then use Contagion while it's channeling, she'll ignore you. This even works with non channeled moves, like using Contagion then telling her to use Aerial Slash during the animation. She'll just use Wind Blade (or stand there if Steady.) It's annoying, but this means it's best to either Steady > Enkindle, or make sure she's used a Wind Blade between abilities.

2 things I can think of just to check off the list.

1) Do you have effects/filters from your pet turned off? Maybe it did go off and you couldn't see the effect or the dmg it dealt.

2) Did the target die as she was reading aerial blast?

OMG LOL for real, literally aloud... That stated I actually had exactly this happen last night in CT, with the exact same set up, told her to use Contagion then did the two buffs and popped Enkindle, thing is the animation went off as far as her doing it but no tornado animation and no dmg was dealt CD was used however...
