These are my thoughts
Lustrate is pretty much the only heal SCH's can use in PVP reliably. And it already does "have a timer" - you only get 3 per minute. If you see a SCH use all 3 of their Lustrates in a row, then you pretty much know that as long as someone on your team is harassing them, they aren't going to be healing anyone for another minute.

Putting any other sort of timer on Lustrate would result in SCH's no longer queuing for PVP.
