    Ya it is SE's fault, it's poor design.

    Problem is we have to deal with human behavior.

    Players won't do any other fates because they worry about missing the fate they need to complete the quest.

    If you could convince everyone to do the other fates it wouldn't be a problem. Good luck with that because most players are selfish.
