You're focusing on the wrong thing(s).

Enmity doesn't need to have an effect because enmity is coupled with a lot of very important things that we have in PvP. Nobody's using Provoke in PvP so stop trying. Flash is pointless on a WAR, so don't use it. You have 20 other skills to play with. Use those.
