I talked with my guild on this topic and we had actually came to a great decision on how they should do this.

Solution 1
Limit Free companies to only 1 Land Plot Purchase per month.

Solution 2
Limit a Free Companies Land Plot Purchase to 1 land plot for every X amount of players in the Free Company.

Both offer the ability to for a Free Company to own multiple plots while regulating total purchases at any given time.
