White Mage is Poorly designed compared to Scholar

Why would SCH want that?
Remember that when this game was released, SCH was considered sub-par. Then Scholars learned to play the class and it suddenly became awesome.

Scholar got buffed up the ass since release.
Noone did actual hard content on release where critical shields and lustrate make certain mechanics a joke.
