In a sense it is, since players create the market, and as long as people are willing to pay, there is a market, and as long as there is a market, there are going to be people determined to take advantage of it.
what about the legit players? doesnt seem fair to punish everyone for a few rotten apples dont u think? i would also like to bring up botting here. have u any idea how many people are botting in the game at any given moment? i can give u the specific spots where these botters are at. despite how many reports ive made on them. theyre still there. weeks upon weeks upon weeks.

Those botters have the shard market cornered. Too bad the Devs can't get rid of shards being used in crafting. Quite the opposite.
FF14 has had RMT from day one back in 2010. Nobody bought Gil in 1.00 and the RMT machine just kept building stocks of it. Those stocks are what Square are using as an FC standard when deciding prices.
I remember always seeing a bunch of characters with roll-head-over-keyboard names standing around at Cedarwood, grinding that one leve with the black sheep.

Went to the 1.0 Archive and found the thread regarding the 'players' on the screenshot below. The german Rep responded back then and told us how to report such players. But since I never saw the numbers of those decreasing, I do not think many reported them. Plus they didn't look like they were doing anything against the rules/using bots, except having strange names, looking the same, standing around in huge groups and following one person who was killing monsters. AND they didn't shout or /tell you advertising for buying gil.
Someone repsonded to the Dev back then and said that it is (was) complicated and not possible to add detailed information in the recommended way. Regarding the ability to report botters it really has improved in 2.0
