    Just an update for anyone who is also having this problem. I contacted support. And while no solution was found. Something may have given me a clue. The supporter tried to ping my IP but was unable to connect to it and said that something was blocking the connection. So I contacted my ISP (At&t) and opened all ports on my modem. Then I went into advanced settings for my firewall and created a new rule for FF boot.exe That also did not work. The only other thing I have is windows defender which is disabled when i start the download. As I am running windows 8.1 it does not come with Microsoft Security essentials so I dont have to worry about that. Anywho still not closer to an answer but will keep trying.

    May not be the right .exe to whitelist. There are several files in your XIV folders... forget exactly which ones my firewall asks me about when the new updates come, but some look like better candidates for getting the updates (like the ffxivlauncher.exe, as that is when the version check initially kicks off, and then there is ffxivupdater.exe as well). I'm running Win8 on both my systems now (finally wiped the old XP box... still in a bit of a mourning state over that move), and it runs it just fine once I respond to the security prompts to allow the new .exe's access. I also have added exceptions for the IP's I've detected the game using as well. Could run netstat in a cmd prompt or Resmon to see what IP's are being used if you want to give that a shot as well (they may even show up in your log as being blocked if there is an issue with IP filtering).
