    I'm not sure if was intentionally designed this way but the way it currently works is if you activate it, you have to wait for the animation to finish before the effect is in place. If you activate it and die before the animation is finished you die and lose the ability again till the recast time is up.

    I think the effect should be immediate upon hitting the button.

    They actually moved applying the effect halfway though the animation in 2.1, same with Spirits Within. You used to not get the invincibly effect until the animation of raising your sword played. Now it applies when you see the bubble appear right before you raise your sword. With spirits the silence is applied during the plunge animation, it used to apply after the sword withdraw animation played.

    Abilities in general often work this way in ARR: the effect doesn't apply until the animation finishes, whether it's a heal, damage, or buff ability.

    It would be nice if the cooldown gets applied if you received the skill's effect. If you were casting it and you died before the effect applies on you, it should not be considered "used". It has a long cooldown and it's annoying to lose it just because the animation didn't finish before the monster's attack smash your head. It made me insult a lot of times. >.>

    They also sped up WAR stun to happen right as the animation begins as opposed to after the animation which is looooooooong.

    So many times I've seen a tank die because the Lustrate animation didn't finish in time -sobs-
