Quite simply, Legacy worlds have more gil because they have players that have been playing the game for years longer than everyone else. It's not illegitimate or requiring special consideration. Non-legacy worlds have different amounts of gil because some have more population going through gil-generating game content, and some were added weeks after launch.

If SE noticed more FCs could afford housing at first on some worlds, they should have put in more housing areas for those worlds. The graduated pricing seems to indicate that SE is limiting housing areas to the same number for each world, because they are doing this despite the hardship uneven pricing causes most of their customers.
