Will be interesting to see just how many neighborhoods are built then, in theory we should see very few right?

Basically how I read it is supply and demand with an infinite amount of instances possible (like lotro). There will probably be some set number of houses filled before a new instance is created or they may start off with a certain number (like 10 - 15) to start with then increase the instances if enough of the same plot is filled in the majority of the previously opened instances.
