Whm receives multiple nerfs , Sch gets buffed

1. You aren't using Lustrate 3 times a minute. Ever
2. Any decent SCH had their fairy on Steady and manually clicked a skill and steady immediately after as it stands. Now they just don't have to click steady after.
3. 3 lustrates in a row takes 3ish seconds, sometimes more because of animations.
4. Again you aren't ever using Lustrate 3 times in one minute.
