For the second time, not all legacy starts at 8m, my server for example starts at 20m and its not the worst.

Please refer to the server cluster pricing table in the update notes. There are servers where the smallest land plot in the worst (5th class) location cost 40m minimum: http://na.finalfantasyxiv.com/lodest...f3c43828a#item

Yup, that means 20M Gil for my server.
