Only reason I can think of for adding FC House Rooms next instead of Personal Housing is to push players more toward buying a FC house for there FC which would be a horrible move for SE to make and provide reason for people to get mad at SE even more.
They already stated in another interview that personal player housing is 6 months away, so not 2.2 but 2.3.

They will probably do FC house rooms first, since that doesn't stress their precious cardboard servers anymore than necessary.
