

They most likely grouped each server into a bracket, calculated all gil on each character without regard to active player or RMT, and set a baseline per bracket.

lets not say SE were in cahoots with the rmts, they are making the game model anti-rmt. ( but i am mad with the prices of the houses, and yet just more motivated to create more gil )
probably, something like, "hmmm, this world has this total gil, lets say 2% of server gil be the little house, 5 % of the medium house, and 10% for the large house".
