Hang on, you run coil and you never use rod on leech bugs on turn 4? Never on muilt stacked snake and never rod on twintania? I find your story hard to believe. War skill only affect 1 target and rod is a aoe. that;s different. It is like SE is FORCE people to use war. Forcing people to change is never a good thing.

As both a PLD tank and an occasional BRD, this upsets me more as a Paladin.

Either I get shafted for warrior tanks who now actually offer something to the whole raid that I cannot, or my regular group continues to run with our two PLD tanks and we now have to cope with an additional 10% damage - does the warrior's new skill stack with the rage of halone strength debuff? My gut says that it will.

As a bard, this irks me because I wanted to play a support class - I switched to PLD once it became apparent than bard was just ranged dps with some utility, rather than the other way around. Bard is already woefully boring and this is another nail in what I feel is the classes coffin.

I always used it in any primal I was brd on and in any content where we were facing any boss, especially coil. I would watch for Death Sentence and make sure the tank was covered with RoD before DS went off and I would use it when one of the 2 groups were going to be hit with fireballs. If I decided that at one point the tank was taking more dmg than I was comfortable with I would quickly hit RoD to help and continue with my dps and dots. True there were some who didn't use RoD and some who didn't even know what it did and wondered why I would use it on a single target when it was aoe but I would tell them why and what it did and they would say "that makes sense" and "I never thought of that".
Now you can command warriors to do what we did as part of our job.
