So, what you're saying is casters will get 1 attack every 30 seconds or so, with a bonus 10 second window of attack time every 300 seconds. Oh, and I guess theres swiftcast, so theres an extra attack every 60 seconds.
Not to mention that casters, as usual, have to stand still and don't get sprint. Oh, nor the fact that LOS is still a thing so enemies can just keep running through the caster until the surecast/equanimity times out. Yup, not imba in the least.
So, based on what I've seen w/ this, instead of moving BLM away from sleep fo a legitimate PvP experience, SE has made it the central role. Black Mage will open w/ sleep, party will focus down an enemy in first 10 seconds, then enemy party murders BLM.
Probably an over simplification, but as it stands it feels like that what it will boil down to.
In other news, SMN will now be a PvE outcast (no thunder for crappy DOT reduction) and a PvP superstar (summon pet -> bio, bio, bio -> RUN LIKE HELL; swiftcast+blizz II for aoe bind if someone catches up).

Long ass cooldown on pretty much all of the PvP exclusive skills. Weapon Throw included.
Also, I'm pretty sure every caster will find some time to get casts off. It's all part of the strategy. If more than one enemy is bothering you, then one of your teammates is exercising plenty of freedom.
We'll see what strategies develop int he arena.
