No they don't..it was pretty clear.:

Because it's unclear?

Going only by that information regarding the weapons, it tells us that the weapon's stats (DMG/AA/STR/INT/DEX/etc.) all remain the same, as in +10 will still be +10 despite the weapon having a higher item level since no mention was made about increasing the parameters of the stat. Should it be infered that the parameters will change due to the ilvl increase? It should but more clarity was needed in the answer regarding weapons so as to not have people assume. The bit about armor changes on the other hand was fine however part of the confusion has to deal with nomenclature and people not being on the same page with the reps as far was what stats refers to specifically.

It's because they used the word "change". You now think ANYTHING is a change(which is true technically), except that change means to change it to something else. Not more of the SAME. People see that and immediately jump on the "that makes no sense" wagon. Instead of thinking to themselves that BECAUSE it makes no sense, they are interpreting wrong.Because it's unclear?

2) It was a poor choice of words for either Yoshida, or the translator.
3) iLVL only dictates stat caps, not the literal amount of stats.
