Going from 1 to 2 is a change. 1 is not the same as 2.It's because they used the word "change". You now think ANYTHING is a change(which is true technically), except that change means to change it to something else. Not more of the SAME. People see that and immediately jump on the "that makes no sense" wagon. Instead of thinking to themselves that BECAUSE it makes no sense, they are interpreting wrong.
But going from 1 to 2 is also an increase. You can use different words to indicate different meanings. You wouldn't use the word increase to indicate Crit changing to Determination. So, when you saw what they said, why didn't you ask yourself which it would be if they said only the ilvl was increasing? Why would the ilvl go up, but not the stats, when the quantity of stats on an item are based on the ilvl?

Also you might want to look up Yoshi's intake on iLevel and why is both important to players & the Devs, is to differenate the stats that are upper level than the lower tiers.
Which means here increasing the iLevels of Allagan Weapons from 90 to 95, the stats paramaters also increase.
