Considering out of 20,000 players of 1.23 only 400 could beat Ifrit Extreme (I think that even includes those who botted outside the ring to fight him)? yeah, probably will happen.

Amount who have earned any by v1.23: 5603 (11.4%)
Amount who have earned all by v1.23: 272 (0.6%)

Not really because not everyone went after a relic. That's the % of people who went after it - When it got significantly easier and people able to more reliably buy relic clears, even Yoshida said it's become way too common.

I did only the Hamlet Portion for Relic..well look at that, that's at least 1 person who didn't decide to finish off their relic meaning, yep..not everyone attempted a full relic in 1.x.

On my server at least there's only a handful of people that have ilvl90 gear. From what I have seen anyways

I would think most people give up at the "Hamlet" stage rather than the Ifrit Ex stage.
- Can't win the RNG lots against other people
- Can't stand the month+ of grind to get the seals
