The point is that since the combo of allagan + darksteel is 10% worse (about) than stardust +1 if the allagan weapon becomes 10% better than it is. That makes it exactly a side grade. Also if something crazy happened and allagan was 50% better than it is currently every other class gets that 50% boost but BLM gets a 40% boost.

You're forgetting the Magic Damage stat that the new ilvl will give Allagan. Even if it's just 1 Magic Damage, that's worth more than the stats you lose using Darksteel. Still not as good as having a ilvl 95 Offhand of course, but likely better than Stardust +1, easily.

I'm not forgetting it I'm leaving it out because it makes the point that all other classes get a better upgrade than BLM clearer. Yes it could be negligible depending on the mAtk boost but that doesn't mean it's not there.
