I wouldn't take anything NeoAmon says on this matter too seriously. He's created multiple threads on the matter, and they all get nuked or locked.

I feel something tricky about T3, nobody has tried to open the chests on that turn in consecutive tries and see if they always drop trash?
I remembered SE used to say that it is "intentional" that there are no drop from T3. So I guess the shield lies somewhere else... maybe in the next patch :'(
Been trying it every week, when the chest do show up (random chance) you get x potions. However, in the past few weeks I have not seen a single chest and it was announced by the dev team that there is no loot in Turn 3.
For Black Mages, Turn 1 = Head & Ring, Turn 2 = Chest, Boots, Bracelet & Gloves, Turn 4 = Legs, Belt & Earrings, Turn 5 = Neck, One hand Sceptre.
The Ancient Buckler since it is the only ilvl90 Shield for BLM in the game maybe intended for Coil but we have no 100% way of telling without an official word. We can fight over and argue about the name and shape of the shield all day but it is all speculations that no player can prove.
The only prove we have is Ancient Buckler listed in the official website with stats that perfectly complete the sceptre to be equal to relic +1 in term of points allocation (exact amount of INT for example). It also does not make sense for the shield to be part of future contents for the following reasons:
1- In 2.1 the only ilvl 90 items are coming from Extreme Primal quest which I find hard to believe that they going to award BLMs a shield that complete Twintania drop. Is it possible? Maybe, but I really doubt it.
2- Patch 2.2 is going to be an update to coil and will upgrade the ilvl from 90 to a greater number, does not make sense for Coil turn 6+ to drop the same exact item level as Turn 5 and below. Once more speculations that don't make scene.
I think it is maybe the same exact story as turn 1, a bug that need to be reported or an oversight by the dev team...unfortunate once more, official word is needed to solve the matter once and for all.

So what are we suppose to do to get an actual answer instead of mods assuming it is not a bug.
It is an answer. It's not a bug. Coil just doesn't have shield for BLM. You'll just have to wait till they either decide to implement BLM shields for coil or implement the other instance where those shields supposedly drop from.
To the mods, it may seem a little something like this:
1) Mods see thread about bug where shield doesn't drop from dungeon.
2) Mods check in with devs whether such shield exists within said dungeon.
3) Devs say "nope".
4) Mods reply telling you it's not a bug.
However, if you do want a dev's response, you'd have better luck creating a thread for the next live-letter and pray that they address the issue to give you some closure.
Also, think about it this way. Both shields have the prefix of "Ancient". So assuming they do drop from the same location, WHM already get a 2-handed weapon drop from Coil. If ancient shield and buckler were to drop from coil, wouldn't WHM have a useless shield drop?
This is the reasoning that many have been trying to tell you about. It's not that the shield isn't dropping like it's supposed to in coil, it's that the shield doesn't drop anywhere as of this specific patch. For now, just be patient and stick to your relic+1. If you managed to get a weap from coil, good for you, you get to use it as an upgrade in the future when ancient buckler is eventually droppable from whatever dungeon its supposed to be from.

I was thinking that if you have the scepter and talk to that guy who gives you achievement stuff (you tell him a story, he is in gridania) maybe he will give it to you?
Personally, I think BLM should het the scepter and shield together as one drop, similar to PLD curtina and holy shield.
