The way I see it, CT was delayed and they changed direction with how it works.
CT is basically a snazzy way to do gear catch up for casual players. Hardcore players will still be able to enjoy it for vanity gear and just the experience, but this patch is just not aimed at progression.
This doesn't have much to do with SE putting things in the wrong order. It's really just about if you think Coil is worth being the raid content for the next 3 months.
I'm fine with that, cause I still enjoy doing things that don't give me gear.
Going forward, it's just going to be the case that one patch will be for hardcore progression and one won't. Coil will come out next patch, then after that Crystal Tower which will most likely be lower item level than turns added before.
Hopefully future turns may be longer than the ones at release, then people mightn't be as bothered having to raid it for 6 months at a time.
This is a pretty common timeline for most mmo's though. New big raid tier every 6 months. Coil is just relatively short. May be different since this was for launch.
