It's really easy to guess why they made this decision. The alliance system is not ready and will not be ready for 2.1. The most the game can handle right now is 8 players.

You have 2 options:
A) Delay Crystal Tower just because a 24 players group is not possible yet.
B) Release Crystal Tower now, make possible joining 3 groups, but only allow 24 players groups later.

Spoiler alert: they went for plan B.
