they said well before ARR launched that the raven fight was eclusive to the 7UE story. Nobody should hold their breath about him coming back. Renging on that promise would upset people who bent over backwards for the White Ravens as an exclusive symbol of 1.0 content.

He does, alongside Louisoix but they seem like mindless drones at this point like their spirits were absorbed by Bahamut himself and they are just ghosts wandering around coil.
