Some sort of objective based PvP (what OP is thinking of) is coming in 2.2 or 2.3 called "Frontlines" but as of yet we have next to no information about it.

Somewhere along those lines, I heard "Frontlines" is gonna be like WvWvW (GW2)

Anyway as for getting banned for making a pvp thread, I am afraid Im not aware of this - is there something I missed about making PvP threads? (This thread is fishing for information, not like I am trolling or anything of the sort)

You don't get suspended (a ban means you aren't coming back) for making a thread about anything as long as you actually follow the forum guidelines. They pretty much boil down to 4 major things here:
1. Don't badmouth SE (silly I know, but I didn't make these rules).
2. Don't badmouth other players.
3. don't create a disruptive thread or post something that would cause disruption.
4. don't use profanity.
