In Progress Dungeons

Dear SE:

Please make it so that either:

• Queueing for In Progress duties is handled completely separate from new instances of those duties.
  
  or
  
  
• if a queue entry pops and someone withdraws they have to wait 5 minutes to re-queue.

It is really annoying to see pop > withdrawn > pop > withdrawn a couple dozen times before finally getting a good queue all because some tank or healer is trying to force an "in progress" to pop for them.

For those unfamiliar, tanks and healers get almost instant queues. Some will queue for "in progress" and constantly withdraw if they get a pop for a new instance. For the others who get the same queue pop, the confirmation constantly appears and disappears.

This is inconvenient for everyone involved. Please fix this, SE.
