    I'm not (by any means) saying that you're wrong, but to base it on the artwork alone might be a mistake at this point in the game. Remember, Odin and Bahamut aren't the same type of primal that Ifrit et al. are, and neither are whatever Good King Moggle Mog, Twelfth of his Name, (may his mighty soul rest in peace) is. SE has been quite vague about the difference between primal, elder primal, myth made manifest, and who the hells else knows what's out there (assuming that there is one beyond convention).

    Even in the art he's very tiny, as if to say "we just didn't want to leave him out."

    To be completely honest... I didn't notice he was there until you pointed it out ><

    I am gonna guess and say the only difference is to squash any hope that you can get a mog summon for summoner, and won't be able to do the major FC summon whenever that comes out.

    More than likely he was a primal in 1.0 lore, then they added smn, and are changing the lore.
