You can, but it may not be worth the bill you incur for international rates.
I can only speak for NA, but our customer service groups are in dire need of improvement. Always have been for a decade or so now. I've never had email issues resolved and phone results take waaaay too long. Either they're not using their time correctly or they're severely understaffed. Also, their policy is years behind that of most customer service jobs now, demeanor wise.

This low low low almost not there customer support is not acceptable in a mmo of today. It's a major turn off for me with the game is part of the reason I find myself playing this less and less.
