If you're going to spend a mil on an item, it's nice to have it be useful for multiple classes. Putting crit on the ring makes it useful for every single DoW class. I don't know about you, but my experience with mitigation stats hasnt been that great. In coil Tanks(PLDs being the only tank) need vit and threat(accuracy mainly).
I think its a holdover from their previous experiences from MMOs where crit is king.
In this game, DTR is more effective than Crit per point for every class except Scholar.
For Paladins especially, Flash gains nothing from Crit, but does gain more threat from DTR.
DTR also scales Sword Oath better than Crit since its considered an auto-attack.

The reason why Scholar is different is because they have an actual ability that is further enhanced by crits.

Keep in mind that while determination is more effective per point, you also get less of it, and it caps lower than the other stats.
So in most cases it's very similar in total effectiveness to crit.
