First group of Sets come with the first unlock. You get an additional one for each class you unlock, and each job as well. So, that should be 32 right now, I think.

You can make sets for both classes and jobs. For instance, you can do a set for ACN, SCH and SMN. That's 3 slots for one weapon.

Except it's not. The ilevel 55 and 70 crafted grimoires of healing can only be used by SCH, and SCH can't use the ilevel 55 and 70 crafted grimoires of casting. So it's two. And if you have your relics, it's three, since they're job specific. If you've just reached level 50, you'll need a separate slot for ACN, SCH, and SMN for each of the five main armor slots, as SCH and SMN will both be using their AFs, and ACN will have to use something else.
