He's dumb, or a troll. IMO it's a Clear example of someone who rushed to level 50 the week of the games release and has nothing better to do now than sit around in Revenant's Toll and complain about the game on the forums until he can find a full AF2/DL/Allagan Relic +1 group for WP speed runs.
CM/PRAE/WP/AK/Ifrit are the first tier of endgame content. They were designed to be completed in AF and leveling accessories. Any tank in that kind of gear is going to have under 5k HP, except warriors who might have a little over 5k with defiance.
It's ridiculous to assume, as the OP apparently has, that SE expected people to grind prae/CM for full DL before going into either WP or AK when the gear that drops in both of those instances is lower ilvl than the gear you can get with Philo tomes.
My main class is Paladin, I tanked WP/AK/Prae/CM/Ifrit/Garuda in AF and aetherial when I was starting out. It's not hard if you're capable of understanding fight mechanics.
With Relic, Valor Crown Surcoat Boots, DL gloves belt neck earrings ring, hoplite pants and ring, 30 points in VIT and I'm at 5800 HP unbuffed ungrouped. Like I said, he's either a troll or a complete retard.
There are so many things wrong with your OP but let me just point out some problems, firstly, you have no clue how much HP PLD and WAR have and at what gear level, or else, you would not have listed Titan as a blanket 8K HP requirement, you also have very little experience with progression healing or else you would not have listed Ifrit as "meh who cares" while you have an issue with CM and Prae without starting gear.Therefore the HP Requirements for TANKS in Duty Finder groups is as follows:
CM & Praetorium: Full AF1 Gear
Wanderers Palace: 4.6k HP
Amdapor Keep: 5.2k HP (6K if you plan to tome farm quicker than WP)
Ifrit: Meh who cares
Garuda: 5.5k HP
Titan: You dont pug Titan, maybe 8K HP
I don't mean to bash on you all day but I had to point out that if yer going to tell someone what to do, first of all, DON'T, but if you must, know your stuff.
There is no point in singling out tanks, I have seen my fair share of healers and dps who suck and show up in DF anyways, but that is what it is. Anyways, they are planning to add in average gear requirement in the game which will resolve most of the issues people have in this thread.
LOL the HP requirements are insane. I don't know what DF's you're getting into, but good lord thats some massive HP. 5.5k for Garuda on a PLD is basically capped out gear with relic or close to it.
As long as your tank knows when to pop CD's youre fine. I don't think any tank should read this and think it's true. CM and Prae I can see being AF, but WP is easily AF. Garuda you can do pretty easily too with AF as long as you dodge slipstream.

I demand my healers have 16k MP (and 21k HP for when I lose agro from falling asleep or something), if you don't meet them requirements then you must be a terrible healer! I also demand they have Malevolent Mogwand, I don't care if Relic gives more MND, it doesn't look as awesome. You must also dress as a reindeer. This must *not* be on a Legacy server either. Am I being too demanding maybe? Okay, you can wear the reindeer hat and a yukata/kimono combo.
Most people have said all the important stuff so not gonna bother with that.
But usually in MMOs I hate stacking HP. I much rather stack defense or other kinds of damage mitigation.
Sucks in FFXIV there really isn't much choice as far as building your char goes.
