As it stands, the CA server is simply from You --> Game. ~ Instances are You --> Game --> Japan - There-in lies the inherent issue and the lag.

It's actually VERY EASY to test for and see that the issue is one of buffering/latency from their server to the instance server.

You actually can see this even more evidently because your packet loss quadruples due to how many packets they're trying to now cram down your throat in an effort to compensate for the ping delay. -- Please note, IT DOESN'T WORK.
