You could also try for a max meld HQ Gryphonskin ring. In comparison to Allagan you would lose 4 DEX and 4 ACc but gain 12 Crit and 8 Det.

4 dex = 12 crit + 8 det.
So no HQ Gryphonskin ring is not BiS compared to Allagan.

Until Crystal Tower which should provide more option, only allagan boots, neck, ring are BiS.
AF2 is superior in every way.

Relic+1 vs Allagan weapon :
Relic give higher accuracy. Allagan has an higher dps on auto-attack and lower delay for auto-attack.
However they both have an auto attack below 3.3 so Allagan would actually be a dps loss during Barrage.

The point is that as far as anyone knows the Bard ring comes from Turn 5. So unless you have Twintania on farm it is the next best option. Better than Darklight as your second ring and for most players it would take a while to reach the point where they would be able to replace it with Allagan ring.
